Forum suggestion: limitation on the posting of new topics

I've seen, not just today, but on other occasions, people posting spam topics in several forums one after another. I don't know under what circumstances a normal user would need to create multiple topics in rapid sequence, so I would like to suggest that a time delay be put in place on topic creation--once a new topic has been created anywhere in the forum, there's a delay of a few minutes (5 maybe?) before another new topic can be posted. This would significantly slow down spam of this type and I don't think it would interfere much with normal forum usage.

People posting multiple times in quick succession in the same thread is against forum rules (rule 7), so I encourage you, should you come across those, to report the posts so we can deal with it.

Okay, bumping because it happened again that someone did this and I suspect they waited for all the mods to be offline. If it's against forum rules to spam in this manner, then what reason is there to have a system set up to automatically prevent people from doing it?

Okay, I'm going to try bumping one more time to see if maybe this suggestion will get a response along the lines of answering whether or not it's something that can/can't and/or should/shouldn't be done.

Maybe make it where each person can only make 1 new topic a day

and only people with the Trusted Modifier thing can post like that

Otherwise you have to wait about 15 sec to post after you just posted
