Please tally up Ignores

Please keep track of how many times a user is /ignored and ban them at an arbitrary amount.

Spamming, however, shouldn't be a Jester tactic... Dunno why else you'd ignore one.

I second that. If spam voting, spam chatting, and spam whispering is blocked, then spam ignoring should be also.
