Penalties for leaving pre-lobby / letting host kick people

There should be increased penalties for leaving the pre-game lobby multiple times. Right now someone has a bunch of accounts that they're cycling in and out to leave the lobby and rejoin so the Ranked Practice game will never end. The host can also not ban / kick anyone which could be abuse but at least put some type of cool-down after someone has quit and left a lobby for hours on end with no penalty. The game is unplayable.

There already is a fifteen second cooldown on rejoining a lobby after leaving it. Something should be done about multiaccounting stallers, but a single person leaving and rejoining isn't an issue.

Private lobbies would solve this problem, but as long as all lobbies are public, letting hosts kick people would be a bad idea. In addition to the possibility of individuals being kicked unfairly, it could also be used as a method of stalling.

There's no reason that if you queue up 5 times and leave before the game starts that you should not be punished.

If we're talking specifically about people who leave during the countdown multiple times, I'd agree with a temp lobby ban (say 10 minutes or the start of the game, whichever is sooner), since it's improbable that a single player could pull that off. But it's still possible (say someone who joins a lobby during slow times but leaves because he doesn't want to play with a certain individual), so there shouldn't be account penalties.

But it's still possible (say someone who joins a lobby during slow times but leaves because he doesn't want to play with a certain individual), so there shouldn't be account penalties.

This is what I mean, there is no reason why a legitimate player would quit and rejoin lobbies for hours on end, days at a time.
