Frozen account due to refund

I opened my account in March 2018. It was before the game had to be purchased
My friend bought me the game in 2019 from Steam. But he said i need this game back cause he needs money then I had let him refund it and he refunded it. I haven't played since then. Yesterday I tried to play the game but the game gave me a warning. I guess the game has a policy about that and I guess again I have no choice but to buy, right?
