Make Juggernaut have higher spawn rates

The Juggernaut is a great coven role, one which was originally a secret, but every coven player knows about it now. Its spawn rates are lower than other nks and almost noone gets it. I think that its spawn rate should be increased as it has the lowest amounts of wins/losses of any role (its achievements are not gotten to the point of half having noone who achieved them).

i have all but 2 juggy acheivements, and Im 1 win away from one of those
