I own the one and only DLC basically from the beginning and I had fun while playing it, it was popular and massive when it launched, but nowadays it is basically impossible to play it. This is frustrating, and I know I should have expected it to die out sooner or later, but I think making it free would attract people to it again.

There are coven tickets which allow non-coven players to be able to play some games of the Coven version, only real problem I have faced with Coven lobbies/queues are in Coven Ranked besides that I am able to get in games relatively quickly.

yea, if you join a lobby while a match or 2 is in progress, you may have to wait for a game to end, but once youre in the rotation, the lobbies fill pretty fast. The only lobbys that dont fill are the classic modes (beginner modes or noob modes) because most people who own coven arent beginners and the classic modes get boring very fast.

What about people who bought it?

How about making it half the price instead for the time being

A discount would be nice and would definetely attract more players, however making it free is a bad idea, simply because new players would ruin your games without any remorse.

They already do... but they seem to learn fast
