First of all, I dont try to even act or pretend that i know anything about coding. But in my opinion maybe you should not focus on whether game crashed or not and how often they leave. If a player has left more than 1 or 2 games within an hour he should be punished either way. Because he either keeps starting new games with bad connection or he is leaving until he gets good role.

I dont think games have kept times. It used to be if they left alot theyd get banned and now that the leaving reports are back I think thats the same?

Nope, it's not. Leaving reports are still only guiltied on admission.
The devs are trying to create a leaver buster system and a reconnect feature, but they're waiting until the Unity port is out and you know how that goes by now.
