Include report feature during Lobby Phase.

Too often reports on forums are deemed invalid due to some minor disagreement in rule reporting procedure. Having a lobby report option should in theory save staff a headache of dismissing some reports.

Just report a random player and put in details the username of the person and inform them you don't know if this is actually the person but it's someone in the lobby. Reporting in the game makes it easier for Jurors/Judges/Mods/etc, because it can be overlooked in the trial system as what they did. That's what we currently have but I would like a Lobby report system.

If you report in Forums, you need to make sure you have screenshots of the name of the player, and what they said. It's easier to report in-game since on the Trial System, you can duplicate reports. Which means they can find the rule break faster and other rule breaks by other players.
