Strange Vampire behaviour

So I have a lot of games (about 6k) but I don't think I've ever seen this happen and I think it's a bug.

Game mode: non-coven AllAny
My Name: Leu
My role: Originally Veteran, then turned Vampire n4, the lone vamp who bit me died n4.

So n6 rolls around and I can bite somebody. The players still alive are as follows:
2 Witch
6 exe (with me as target)
7 jailor
13 doctor

I choose to bite 13, the witch controls me into 6, who is jailed. This is what happens: https://imgur.com/a/XI6NRmJ

As you can see, I get told that my target is too strong to kill (I believe this part is a known bug) and I get told that vampires visited 6. BUT 13 STILL TURNS VAMPIRE!!! That's what makes no sense to me and there is no way this is intended behaviour.
