It's not a bug, it's intended due to how Neutrals work.
Survivor must survive to the end of the game, they do not care who wins as long as they survive.
Amnesiac must remember a role before they either die at night or the game ends.
Pirate must plunder two players successfully before they either die at night or the game ends, after that, they don't care about who wins at the end.
Executioner must lynch their Town target before they either die at night or the game ends, after that, they don't care about who wins at the end.
Jester must get themselves lynched before they either die at night or the game ends, after that, they don't care about who wins at the end.
Guardian Angel must keep their target alive to the end of the game, they do care about their target's faction winning, but a draw is also acceptable as long as their target is alive.
Witch must be alive when an evil faction is declared a winner, they only care about Town loosing, nothing else.
All of the neutral roles listed above (excluding Witch) are unable to extend a game's duration when there is no opposing factions alive. Witch is an exception since they can extend a game if there is a Vigilante alive, otherwise they have failed their win condition.
