This is clear as day spamming. Just because it's later in the game, doesn't mean it's not disrupting to the game and annoying to your fellow players.

Moved you to the appropriate suspension tier, meaning you are now on your third strike. The next guilty will result in a permanent ban.

The Wiki is made by players. Nothing in the Wiki comes directly from the Devs, so it's not "canon", and thus not a bug.
