"Note that you must never lynch your target, under any circumstances. This is gamethrowing, even if you want to win as Survivor. Some people believe that it is okay if you wish to win as Survivor; this is false. While you are still Guardian Angel, you must protect your target at all costs."

GA is a factionless neutral role, he doesn't win with the target's team, only with the target.
As factionless neutral role no matter what you do; only care that YOU manage to win.
Situation 1:
Town finds target n1, he is an evil
You happen to protect yout target
Town threatens the GA to stop protecting the known evil, else they lynch/kill the GA/survivor at the next possible moment
Don't protect
Target gets killed/lynched and actually didn't bother to defend himself
Voting inno on the target WILL make you suspicious AND lessens YOUR chance to win
Vote guilty
Survivor wins with Town
Situation 2:
1 GA, 1 Town with 0 charges (Vet/Vigi/jailor...), 2 evils of same faction
Town/GA clearly cant win by lynching
GA not voting/protecting Town will make evils kill GA first, lynching town next day
GA will lose, delaying the defeat
Town cant defend himself or kill the remaining evils
Vote against your target, because thats the only way YOU can win
If failing to keep your target alive at all costs is considered gamethrowing then:
It's gamethrowing as exe to fail lynching your target
It's gamethrowing as jester to reveal yourself as jester and never getting lynched
It's gamethrowing as survivor if you failed protecting yourself at night
It's gamethrowing as amne not picking a side
It's gamethrowing as pirate not doing duels
BUT!
it is gamethrowing as GA if:
you whisper your target
claiming GA and asking target role
revealing yourself as GA and revealing target and his role
gamethrowing is:
you gamethrow if you dont help the coven as coven
as GA you were merely an "extra" for coven
as neutral you side with anything that has a higher chance of winning
