Abilities:
- Choose whether to muffle the Town at night

Attributes:
- You may only muffle once
- All players can only whisper the day after the muffler muffles

Notifications:
- Threats of violence have hushed the town! You may only speak in whispers.

Goal:
Kill anyone who doesn't submit to Mafia.

Win Conditions:
Must kill the Town
Wins with Survivors
Wins with the Mafia
Must kill the Coven
Must kill Serial Killers
Must kill Arsonists
Wins with Witches
Must kill Werewolves
Must kill Vampires

Special Attributes:
None.

Investigator Results:
Sheriff - Your target is suspicious.
Investigator - Your target could be a Spy, Blackmailer, Jailor, or Muffler.
Consigliere - Your target is brutish and intimidating. They must be a Muffler.

Additional Information:
I'm not sure if this is powerful enough to warrant its one-time use as opposed to two uses. I decided on one because if you had two Mufflers each with two uses that would be pretty rough for Town.
