Basically when one side completes their objective. The security kill or stop all trying to kill the tycoon or those against the tycoon kill them. Everyone else has until then to complete their goals.

When the winner/winners is/are decided.

So, for example, when everyone is dead except a Maniac role.
Or for another example, when all Assassins and Maniacs are dead, all surviving Neutrals have accomplished their wincons or failed, and Tycoon-sama was successfully protected by Security.
