Always Under Maintenance

I do not understand how the PTR works. I tried logging in a couple of times, but it said that it is 'under maintenance'. Is this a bug, or is it always under maintenence?

The PTR is probably only opened when there are new roles to test, etc.

PTR is open when there's updates to test. Used to be updates a lot. This board is generally locked when it's down but I'm not sure why it's open.
