Ip ban maybe?

Tonnes of throwers and they can just make a new account in like 15 seconds. IP ban or something like that would stop some of them at least,

They don't work. Even when they do, some people can get unfairly banned (e.g. all people playing in a school banned because of one player).
Spoiler: Rosebud is the sled.

I can also just change my IP in 15 seconds. I don't think IP banning is the solution.

IP bans don't do shit. Unplug your modem for 30 seconds, stick it back in and bam. New IP

The only successful method would be Computer ID bans - each computer has a unique ID that can't be changed, so banning that would prevent the trolls from returning. I don't know if it's even possible/legal though.

It's 2017, someone would find a way to hack into their ID and change it or something.

It takes me literally two clicks to change my IP. One click to open up the list of IP's on Windscribe, and another to choose one.

So no, IP bans won't work.

Only real solution is making the game pay to play. Pretty much making it only available on Steam.
Then you could ban Steam accounts and they'd have to rebuy the game to play again.
It's not like the game is expensive or anything.

But what if I want to use an alternate account?

Log in using the other account details, like you can on Steam. I have two accounts. This one and one just to see how much things cost when Merit Points first came out. I could sign into both on Steam, but not at the same time.
If you want to do both at the same time (for whatever reason) buy the game on a different account. Keeps multi cheaters down to a minimum as well.

I wouldn't pay for this game, myself. Keeping it free is better imo.
