Nothing much needs changing.
Statistically, you will roll town far more than Mafia and NK, and statistically, town wins more.
There are more people in the town, so they shouldn't have exact equal winrates.
Why though? Mafia is not intended to be more difficult than Town.
I can get why the NK should have a low winrate, because they're obviously more "challenging" roles which aren't supposed to be balanced, and are instead supposed to be challenges. I totally get this. I might even lower the statistical winrate to about 1% or maybe 2%.
But why should the Mafia be harder? The Town and Mafia ARE intended to be balanced, because the mafia are supposed to use their wits and deceivery (is that a word?) to pick out the town members, so it doesn't matter that they have less members.
I've won about 20% of all my mafia games and about 90% of all my Town games. Even in games without the jailor revealing D1 meta (which I no longer do), town still wins EVERY time, so that's not the problem imo.
I think the problem is THE ROLELIST. Not only does it basically REQUIRE PoE and VFR, but it also can be RETARDEDLY unfair sometimes. One time, I was in a game with two Transporters (please make this an exclusive role btw), a Mayor, and a Retributionist. TP was Bodyguard, TI were Spy and Lookout. RM: Disguiser/Forger. NK: Arsonist. NE: Witch.
D1: Arso and Witch suicide.
D2: Mafioso and Disguiser get killed by Veteran (who did not bait but alerted N1).
Do you see what I mean? This rolelist is BEYOND unfair because it gives the Town more power than intended, and removes most of the Mafia's power, which should not happen since both alignments are meant to be balanced.
If I was going for unbalanced, I would just play All Any, since THAT gamemode is DESIGNED to be unfair and challenging.
Okay so moving on to something new, I felt absolutely betrayed once I found out the only change for Season 3 was a jester nerf. The problem was never the fear of a Jester. The problem was that evils get confirmed too easily if the town is competent enough to press a button. Some games, there will even be a confirmed Witch, making this change useless for those games. I think a better thing to do would be to buff the Mafia or change the rolelist so it is less town-sided.
I also want to put some persuasion into this post, so may I say "THINK ABOUT HOW MANY PEOPLE WILL STOP LEAVING N1 IF RANKED IS MORE BALANCED FOR EVILS".
