Is Ranked matchmaking based on current elo, or is it random now?

I think it's supposed to be based on current ELO, but it may not be for the time being since it's currently the offseason. Don't quote me on that though.

Just so I'm the 47836189th person to ask...
Is there any sort of time-scale you can give us on when the new ELO season begins? All-any isnt cutting it for me and playing ranked seems pretty pointless, i mean even trying new tactics out is pointless if the rolelist is going to change!

There isn't any known timeframe when the current ranked changes, which are atm available on the PTR, are pushed live, yet.

honestly, this sounds amazing for someone whos been stuck in elo hell for ages, even if they have a lot more wins than loses.
